Amy Brooks has spent more than two decades teaching English at Oakland Mills High School in Howard County, where she works with students and families from across one of the county’s most diverse school communities. Raised in a family of educators, she earned degrees in English, African-American Studies, and teaching before beginning her career in Baltimore City schools and later joining the Howard County Public School System.
Amy lives in Columbia’s Oakland Mills community, where she has long been active in local organizations, schools, and community programs. During the COVID-19 pandemic, she co-founded Oakland Mills Online to help connect students, families, and neighbors through virtual programming and community events. She has also served in leadership and volunteer roles with local PTAs, education organizations, racial equity initiatives, and programs supporting LGBTQIA+ youth and students with disabilities.

Strong Public Schools and Student Support
Amy brings more than 20 years of classroom experience to her education priorities. She has advocated for protecting funding under the Blueprint for Maryland’s Future, expanding support for multilingual learners and special education programs, and increasing behavioral health resources for students. She has also been a public advocate for long-overdue renovations and improved conditions at Oakland Mills High School.

Community Leadership and Local Engagement
Throughout her time in Howard County, Amy has organized community programs focused on education, connection, and student support. She co-founded Oakland Mills Online during the COVID-19 pandemic, helped establish outdoor learning spaces at Oakland Mills High School, and created the OM Hearing Fund to provide students with headphones and audio equipment.

Healthcare Access and Mental Health Services
Amy has made healthcare access and behavioral health services central priorities of her campaign. Her platform includes support for protecting reproductive healthcare access, defending fertility treatments including IVF, lowering prescription drug costs, and expanding youth mental health services and crisis response programs focused on care and treatment.

Safe and Inclusive Communities
As a teacher and community advocate, Amy has emphasized school safety and inclusive environments for students and families. She received the Moms Demand Action Gun Sense Candidate distinction in 2022 and has worked with organizations supporting LGBTQIA+ youth and advancing racial equity initiatives in Howard County.

Supporting Working Families
Amy supports policies focused on affordable childcare, fair wages, collective bargaining rights, and consumer protections. Her platform also includes support for apprenticeship and workforce development programs, housing stability initiatives, and policies aimed at reducing costs for Maryland families.

Clean Energy and Sustainable Infrastructure
Her environmental priorities include support for offshore wind, community solar, advanced battery storage, and expanded public transit investment. Amy has also advocated for stronger protections against water pollution and harmful chemical contamination while supporting long-term investments in sustainable infrastructure.

Protecting Immigrant Communities and Expanding Opportunity
Amy supports expanding access to healthcare and education regardless of immigration status and has backed policies aligned with the Maryland Values Act and Community Trust Act. Her platform also includes limiting voluntary cooperation between local law enforcement and federal immigration authorities to help ensure immigrant communities feel safe accessing public services and reporting crimes.
