Delegate Bernice Mireku-North grew up in Montgomery County, the daughter of Ghanaian immigrants. She was appointed to the Maryland House of Delegates in 2023 and currently serves on the Ways and Means Committee, where she chairs the Child Care Subcommittee and serves on committees focused on children, families, and federal relations.

Throughout her time serving as Delegate, she has prioritized economic opportunity and affordability for District 14 families, focusing on child care, education, economic security, and more. She is a community leader, having co-chaired Montgomery County’s Reimagining Public Safety Task Force, helping develop recommendations focused on public safety reform and community services.

She earned degrees from the University of Maryland and Howard University School of Law before beginning her legal career through clerkships in both D.C. Superior Court and Prince George’s County Circuit Court. Bernice later spent six years as an Assistant State’s Attorney in Anne Arundel County before founding The North Law Group, where she serves as Managing Attorney. Bernice lives in Silver Spring with her husband, Terrill North, and their daughter, Adjoa.

  • Public Safety and Criminal Justice Reform

    Drawing on her experience as both a prosecutor and public safety reform leader, Bernice has focused on legislation addressing criminal justice reform, community trust, and public safety modernization. Her legislative work includes support for expungement reform, the Maryland Second Look Act, police training initiatives, and legislation establishing clearer limits on cooperation between local law enforcement and federal immigration authorities.

  • Early Childhood Education and Family Support

    As Chair of the Child Care Subcommittee, Bernice has made early childhood education and family policy major priorities. Her work includes legislation protecting Child Care Scholarship access, expanding support for pregnant and parenting students, strengthening qualifications for child care educators, and creating career advancement pathways for early childhood professionals.

  • Healthcare Access and Consumer Protection

    Bernice has supported legislation expanding telehealth access, strengthening protections against medical debt, funding Maryland’s 988 Suicide and Crisis Prevention Hotline, and lowering prescription drug costs. Her legislative record also includes consumer protection measures related to data privacy, stolen benefits reimbursement, and expanded vaccine access through pharmacies.

  • Supporting Immigrant Communities and Civil Rights

    As the daughter of African immigrants representing one of Maryland’s most diverse districts, Bernice has consistently supported legislation focused on immigrant communities, voting rights, and racial equity. Her record includes support for the Maryland Values Act, the Community Trust Act, voting rights protections, and legislation recognizing African heritage and addressing historical racial injustices.

  • Housing Stability and Community Investment

    Bernice has supported tenant protections, affordable housing initiatives, and legislation focused on reducing barriers for unhoused individuals. She has also backed transit-oriented development, transportation investments, and bond funding for parks, museums, healthcare facilities, and recreational spaces throughout District 14.

  • Economic Opportunity and Workforce Development

    Her legislative record includes support for raising Maryland’s minimum wage, expanding apprenticeship opportunities, investing in broadband and emerging industries, and protecting workers and consumers. Bernice has also supported legislation addressing artificial intelligence policy, workforce development, and protections against predatory pricing practices.

  • Clean Energy and Environmental Protection

    Bernice has supported major clean energy, transit, and environmental initiatives throughout her time in Annapolis. Her record includes support for offshore wind expansion, stormwater management improvements, Metro funding, public transit investment, and legislation projected to lower utility costs for Maryland families.
