C.T. Wilson
for Maryland State Senate | District 28
C.T. Wilson spent much of his childhood in foster care, experiences that would later shape much of his public service and legislative work. After graduating from high school and earning the rank of Eagle Scout, C.T. served in the United States Army from 1990 to 1997, including deployments to the Persian Gulf and Bosnia. He later earned degrees from Upper Iowa University and Howard University School of Law before building a legal career in both public prosecution and private practice.
C.T. was elected to the Maryland House of Delegates in 2010, becoming the first Black man elected to represent Charles County in Annapolis. Over more than fifteen years in the House, he rose from committee member to Chair of the House Economic Matters Committee before being named House Parliamentarian in 2025. He lives in Charles County with his wife Nicole and their daughters and remains active in organizations supporting foster youth, veterans, and survivors of abuse.

Protecting Survivors and Children
One of C.T.’s signature legislative achievements was the Maryland Child Victims Act of 2023, landmark legislation eliminating the statute of limitations on civil claims for child sexual abuse. As a survivor himself, C.T. spent nearly a decade working to expand legal protections and accountability for survivors of abuse and children in the foster care system.

Economic Opportunity and Worker Protections
As Chair of the House Economic Matters Committee, C.T. helped lead major legislation related to business regulation, workforce development, and labor protections. His legislative record includes support for paid family leave, apprenticeship expansion, cannabis legalization implementation, and protections for federal workers facing layoffs.

Consumer Protection and Technology Policy
C.T. played a leading role in advancing consumer protection and technology legislation in Maryland. His work includes support for Maryland’s Online Data Privacy Act, children’s online data protections, ticket resale reform, gas price transparency requirements, and regulations governing energy sales practices.

Veterans and Public Safety
Drawing on his military service in the Persian Gulf and Bosnia, C.T. has been a longtime advocate for veterans and military families. His work includes legislation establishing Welcome Home Vietnam Veterans Day in Maryland, support for mental health crisis services, and reforms focused on improving transparency and accountability in policing.

Education and Mental Health Access
C.T. has consistently supported policies aimed at expanding educational opportunity and mental health access for Maryland families. His legislative record includes support for Black history curriculum standards, mental health protections for students, restorative practices in schools, and reforms to Maryland’s College Savings Trust Fund.

Clean Energy and Environmental Investment
C.T. has supported major investments in offshore wind, public transit, and clean energy infrastructure across Maryland. He has also backed transportation funding packages, environmental protections, and legislation supporting long-term energy reliability and sustainability.

Housing Stability and Community Protections
Throughout his legislative career, C.T. has supported tenant protections, foster care reform, immigrant protections, and criminal justice reform. His work includes support for the Maryland Values Act, the Community Trust Act, expungement reform, reproductive rights protections, and legislation improving oversight within Maryland’s foster care system.
