Attorney. Advocate. Community Leader.

Gabriel Moreno is an attorney, nonprofit leader, and advocate who has spent much of his career working on immigration law, family services, and community support programs across Maryland. In early 2026, he was appointed by Governor Wes Moore to represent District 13 in the Maryland House of Delegates following selection by the Howard County Democratic Central Committee.

Most recently, Delegate Moreno served as Chief Executive Officer of the Luminus Network for New Americans, a nonprofit organization providing legal and support services for immigrants, refugees, and asylees throughout central Maryland. He previously served as a senior attorney with Kids in Need of Defense (KIND), where he represented children and families affected by immigration and family separation policies and mentored pro bono attorneys across Maryland, Virginia, and Washington, D.C.

Gabriel lives in Jessup with his wife and two children and has served on numerous Howard County boards, commissions, and community organizations focused on civil rights, hate crime prevention, domestic violence support, and immigrant services.

Gabriel Moreno Is Fighting For:

  • Protecting Immigrant Communities

    Delegate Moreno has built much of his legal and nonprofit career around immigration advocacy and legal services for immigrant families. At KIND and later at Luminus, he worked directly with children, refugees, asylum seekers, and families navigating the immigration system. He has supported legislation limiting cooperation between local law enforcement and federal immigration enforcement while expanding access to public services and legal protections for immigrant communities.

  • Affordable Housing and Stable Communities

    Gabriel’s platform includes increasing affordable housing opportunities and supporting transit-oriented development across Maryland. He has backed legislation focused on housing stability, tenant protections, and expanding development near major transit corridors to help reduce housing costs and improve long-term community growth.

  • Public Education and Support for Families

    Gabriel has emphasized investment in public schools and support services for students and families. His work on local children’s boards and family-focused nonprofits has shaped his focus on improving educational opportunity, strengthening wraparound services, and increasing access to community resources for children and working families.

  • Civil Rights and Community Safety

    Gabriel has served on the Maryland Attorney General’s Commission on Hate Crime Response and Prevention as well as Howard County human rights initiatives. He has also worked with organizations supporting survivors of domestic violence and has focused on policies aimed at strengthening civil rights protections and improving community trust in public institutions.

  • Healthcare Access and Consumer Protections

    Through his legal and advocacy work, Gabriel has supported expanding healthcare access and strengthening protections for vulnerable communities. His priorities include protecting reproductive healthcare access, improving mental health services, and ensuring families can access legal, healthcare, and community support systems regardless of background or immigration status.

  • Clean Energy and Environmental Justice

    Gabriel supports advancing clean energy, environmental justice initiatives, and sustainable infrastructure investment across Maryland. His platform includes support for public transit, environmental protections, and policies aimed at reducing long-term environmental and economic disparities in local communities.

  • Supporting Workers and Local Economies

    Gabriel has supported small businesses, organized labor, and workforce development efforts throughout his public service career. His platform includes strengthening worker protections, supporting unions, and investing in economic policies designed to create stability and opportunity for working families in Howard County and across Maryland.
