Sandy Bartlett was elected to the Maryland House of Delegates in 2018 and has served continuously on the House Judiciary Committee since taking office. She rose from committee member to Vice Chair in 2023 before being elevated to Chair of the Judiciary Committee in 2025. Sandy also previously served as Deputy Majority Whip and became the first Black woman — and later the first Black person — elected to chair the Anne Arundel County Delegation.

Sandy was born in Washington, D.C., and earned degrees from Howard University and The Catholic University of America Columbus School of Law before building a legal career in intellectual property and civil litigation. Over more than two decades, Sandy worked in legal and trademark management roles at several major law firms before founding the Law Office of Sandy Bartlett in 2015. She also served as an adjunct professor at Anne Arundel Community College and has remained active in civic organizations throughout Anne Arundel County.

She lives in Maryland City with her family and remains active in community, legal, and public service organizations.

  • Public Safety and Criminal Justice Reform

    As Chair of the House Judiciary Committee, Sandy has played a leading role in Maryland criminal justice policy. Her legislative work includes passage of the Child Interrogation Protection Act, expanding legal protections for minors in police custody, and support for expungement reform, juvenile justice reform, sentencing reform, and foster care oversight legislation.

  • Gun Safety and Protecting Children

    One of Sandy’s signature legislative achievements was Jaelynn’s Law, expanding Maryland’s firearm safe storage requirements to protect all minors under 18 and strengthening penalties for unsafe firearm access. Her work has also included legislation protecting children from trafficking, expanding online data protections for minors, and supporting restorative practices in schools.

  • Healthcare Access and Consumer Protection

    Sandy has consistently supported legislation expanding telehealth access, funding Maryland’s 988 Crisis Hotline, protecting consumers from medical debt, and strengthening data privacy protections. Her legislative record also includes support for utility relief measures, protections against predatory pricing practices, and reimbursement protections for stolen public assistance benefits.

  • Civil Rights and Immigrant Protections

    Throughout her legislative career, Sandy has supported legislation protecting civil rights and vulnerable communities. Her work includes support for the CROWN Act, reproductive rights protections, the Maryland Values Act, the Community Trust Act, and legislation prohibiting formal 287(g) jail-ICE cooperation agreements.

  • Housing Stability and Community Investment

    Sandy has supported legislation addressing homelessness, tenant protections, and affordable housing development throughout Maryland. Her legislative record includes support for eviction notice requirements, mold remediation protections for renters, transit-oriented development legislation, and statewide housing infrastructure initiatives.

  • Ethics, Leadership, and Government Accountability

    In addition to chairing the Judiciary Committee, Sandy previously served as House Chair of the Joint Committee on Legislative Ethics and Deputy Majority Whip. Her leadership roles within the General Assembly reflect years of experience overseeing complex legal, ethical, and public policy issues.

  • Community Leadership and Public Service

    Across her legal career and legislative service, Sandy has remained deeply involved in community and civic organizations in Anne Arundel County. Her work has earned recognition from organizations focused on civil rights, public safety, women’s leadership, and community advocacy.
