Anne Kaiser

Delegate Anne Kaiser was first elected in 2002, and has served in numerous House leadership positions over more than two decades in Annapolis. She became the first woman from Montgomery County appointed as Majority Leader of the Maryland House and has chaired the Ways and Means Committee, the Montgomery County House Delegation, and the House Education Subcommittee. In 2026, she was named Vice-Chair of the Appropriations Committee.

Anne was raised in Rockville, Maryland, and earned degrees from the University of Chicago and the University of Michigan, where she completed graduate studies in both public policy and education. Before entering elected office, Anne worked as a policy analyst for the U.S. Treasury Department and the Maryland Department of Education while remaining active in Montgomery County civic and Democratic organizations.

Anne lives in Silver Spring with her wife, Nancy Lineman, and also teaches courses on Women in Politics and Public Leadership at the University of Maryland.

  • Strong Public Schools and Student Success

    Education has been at the center of Anne’s legislative work throughout her career. Her record includes strengthening school funding enforcement, supporting reforms to Maryland’s College Savings Trust Fund, expanding support for pregnant and parenting students, and helping develop restorative practices programs in schools. She also serves as House Chair of the Maryland Educators Caucus.

  • LGBTQ+ Equality and Civil Rights

    Delegate Kaiser has been one of Maryland’s leading advocates for LGBTQ+ equality for more than two decades. She helped support Maryland’s legalization of same-sex marriage and later sponsored the Trans Health Equity Act, which expanded Medicaid coverage for gender-affirming healthcare for low-income transgender Marylanders.

  • Healthcare Access and Consumer Protection

    Through her work on the Health and Government Operations Committee, Anne has supported expanding telehealth access, funding Maryland’s 988 Suicide and Crisis Prevention Hotline, strengthening protections against medical debt, and lowering prescription drug costs. She has also supported legislation focused on online privacy and children’s data protection.

  • Clean Energy and Environmental Protection

    Anne has consistently supported clean energy investment, environmental protections, and sustainable transportation initiatives. Her legislative record includes support for offshore wind expansion, transit funding, bicycle and pedestrian safety investments, and legislation projected to lower utility costs for Maryland families.

  • Technology, Cybersecurity, and Innovation

    As House Chair of the Joint Committee on Cybersecurity, Information Technology, and Biotechnology, Anne has taken a leading role on technology policy issues in Maryland. She has supported legislation focused on data privacy, artificial intelligence oversight, and investment in emerging industries including quantum computing.

  • Economic Opportunity and Workforce Development

    Drawing on her background as a Treasury economist and legislative leader, Anne has supported policies focused on working families and economic opportunity. Her record includes accelerating Maryland’s minimum wage increase, supporting apprenticeship programs, protecting federal workers, and expanding access to higher education opportunities.

  • Housing, Transit, and Smart Growth

    Anne has supported investments in public transit, housing affordability, and smart growth initiatives across Montgomery County and Maryland. Her legislative work includes support for tenant protections, transit-oriented development, transportation funding, and efforts to expand housing opportunities near major transit corridors.
