After over a decade of serving as Delegate, Mark Chang is running for Senate in District 32. Mark was born and raised in Glen Burnie, Maryland, the son of Korean immigrants who settled in Anne Arundel County in the 1970s. After losing his mother at a young age, Mark helped support his family while growing up— an experience that shaped his focus on economic opportunity, education, and support for working families. He earned degrees from the University of Maryland, Baltimore County and Loyola University Maryland before beginning a career in public service, including work in Anne Arundel County government and the Maryland Senate.

Mark was elected to the Maryland House of Delegates in 2014, becoming the first Korean-American elected to the Maryland General Assembly from Anne Arundel County. Since joining the House, he has served on the Appropriations Committee, rising to Vice Chair of the full committee and Chair of the Capital Budget Subcommittee. Mark has also served on the Capital Debt Affordability Committee, the Rules and Executive Nominations Committee, and the Maryland Legislative Asian-American & Pacific Islander Caucus leadership team. He has lived in Glen Burnie his entire life and is active in numerous local civic and community organizations.

  • Strong Public Schools and Educational Opportunity

    Drawing on his own experiences growing up in a working-class household, Mark has made education funding and student support major priorities throughout his legislative career. His work includes support for the Blueprint for Maryland’s Future, College Savings Trust reforms, student mental health protections, and programs supporting pregnant and parenting students.

  • Responsible Budgeting and Fiscal Leadership

    As a longtime member of the House Appropriations Committee, including service as Vice Chair and Capital Budget Subcommittee Chair, Mark has played a major role in Maryland’s budget process. His work has included helping pass balanced state budgets that funded schools, healthcare, transportation, broadband expansion, and behavioral health services while maintaining Maryland’s fiscal stability.

  • Healthcare Access and Consumer Protection

    Mark has consistently supported legislation expanding telehealth access, protecting consumers from predatory practices, lowering prescription drug costs, and strengthening medical debt protections. His legislative record also includes support for Maryland’s Online Data Privacy Act, ticket pricing transparency laws, and reimbursement protections for stolen public assistance benefits.

  • Civil Rights and Community Protections

    Mark has been a strong advocate for civil rights, public safety reform, and protections for vulnerable communities. He sponsored Maryland’s Hate Symbols Law, expanding protections against intimidation involving nooses and swastikas, and has also supported reproductive rights protections, expungement reform, immigrant protections, and foster care reform legislation.

  • Clean Energy and Environmental Protection

    Mark has supported major environmental and clean energy initiatives throughout his time in Annapolis. His record includes support for the Climate Solutions Now Act, offshore wind expansion, transit funding, environmental protections, and legislation projected to lower utility costs for Maryland families.

  • Economic Opportunity and Workforce Development

    Mark has supported policies focused on fair wages, workforce development, and long-term economic growth. His legislative work includes support for minimum wage increases, apprenticeship expansion, innovation funding, protections for federal workers, and investment in emerging industries including quantum computing.

  • Housing, Transit, and Community Investment

    Mark has consistently supported investments in affordable housing, public transit, and infrastructure improvements throughout Anne Arundel County and Maryland. His legislative record includes support for tenant protections, transit-oriented development, transportation funding packages, and legislation supporting smart growth and community revitalization.
