Debra M. Davis was born in Cheverly, Maryland, and grew up in Prince George’s County before earning degrees from the University of Maryland, College Park and the University of Baltimore School of Law. Before entering elected office, Debra built a career as both a practicing attorney and community leader, serving in leadership roles with multiple bar associations and civic organizations throughout Southern Maryland. She also worked as a high school career counselor and remained deeply involved in programs supporting youth, education, and economic opportunity.
Debra was first elected to the Charles County Board of Commissioners in 2010, later serving as Vice-President of the Board and helping lead initiatives focused on anti-poverty programs, workforce development, and economic growth. She was elected to the Maryland House of Delegates in 2018 and currently serves as Vice-Chair of the House Judiciary Committee and a member of the Rules and Executive Nominations Committee. Debra also chairs the Charles County House Delegation and remains active in legal, civic, and community organizations across Southern Maryland.

Criminal Justice Reform and Public Safety
As a practicing attorney and longtime Judiciary Committee member, Debra has focused extensively on criminal justice reform, public safety, and police accountability. Her work includes participation in Maryland’s police reform work group, leadership on re-entry reform efforts, support for expungement reform and the Maryland Second Look Act, and legislation improving oversight and transparency within Maryland’s correctional system.

Debra has consistently supported legislation focused on immigrant protections, racial justice, and civil rights. Her legislative record includes support for the Maryland Values Act, the Community Trust Act, legislation prohibiting formal 287(g) jail-ICE agreements, and measures examining racial disparities within Maryland’s criminal justice system.

Debra has been a strong advocate for transportation investment and regional economic development in Southern Maryland. She championed funding efforts for the Southern Maryland Rapid Transit project and has supported tenant protections, transit-oriented development, affordable housing initiatives, and statewide transportation funding packages.

Education and youth development have remained central priorities throughout Debra’s career. Her legislative work includes support for College Savings Trust reforms, student mental health protections, restorative practices in schools, programs addressing food insecurity among college students, and initiatives supporting teacher recruitment and student record access.

Debra has supported legislation expanding telehealth access, funding Maryland’s 988 Crisis Hotline, strengthening medical debt protections, and protecting consumers from predatory pricing practices. Her record also includes support for online data privacy protections, food allergy safety measures, and reimbursement programs for stolen public assistance benefits.
