Pam Guzzone

Delegate Pam Guzzone has spent her career in public service, with nearly 30 years at NASA's Goddard Space Flight Center, working in financial management, technology commercialization, and organizational development. She is a long-time resident of Howard County, raising three children in District 13.
A lifelong community volunteer and advocate, Pam served for more than a decade on the Board of Directors of the Arc of Howard County, including as Board President, and also served on the Howard County Commission for Women. Elected to the Maryland House of Delegates in 2022, she serves on the Health and Government Operations Committee and was named Chair of the Health Facilities Subcommittee in 2026. She is also a member of Women Legislators of Maryland and participates in several state policy workgroups focused on healthcare, science, and innovation.

Healthcare Access and Consumer Protection
Serving on the Health and Government Operations Committee, Pam has focused much of her legislative work on healthcare access and consumer protections. She sponsored the 340B Drug Pricing Protection Act, which protects access to federally discounted medications for low-income and uninsured patients. She has also supported legislation addressing prescription costs, food allergy safety, and consumer transparency.

Drawing on nearly three decades of experience at NASA Goddard, Pam has supported legislation focused on technology, innovation, and emerging industries. Her record includes support for data privacy protections, children's online safety measures, the state's Artificial Intelligence Implementation Workgroup, and investments in innovation sectors including quantum computing.

Supporting Working Families
Pam has supported policies aimed at improving economic security for Maryland families. Her legislative record includes accelerating Maryland's minimum wage increase, protecting electronic benefit recipients from theft, supporting pregnant and parenting college students, and backing measures designed to reduce household costs.

Protecting Vulnerable Marylanders
For many years, Pam worked with the Arc of Howard County, advocating for individuals with intellectual and developmental disabilities. In the legislature, she has supported foster care reforms, tenant protections, expungement reform, and criminal justice legislation designed to expand opportunities and strengthen support systems for vulnerable populations.

Pam has supported Maryland's clean energy and environmental goals through legislation promoting offshore wind development, energy generation, and transportation investments. She has also backed funding for public transit, bicycle infrastructure, and pedestrian safety improvements across the state.

Her legislative record includes support for transit-oriented development, affordable housing initiatives, and transportation modernization. In 2026, Pam supported legislation designed to expand housing opportunities near major transit corridors and improve governance and accountability within Maryland's transit systems.

Representing a district with many federal employees and contractors, Pam has supported legislation assisting federal workers facing layoffs and expanding workforce development programs.
