Senator Guzzone’s public service career began early as a congressional staffer, before returning to Howard County, where he worked in local government and later served as State Director of the Maryland Sierra Club. He grew up in Parkville, Maryland, and attended the University of Maryland, College Park, where he earned degrees in Economics and Government & Politics before completing a Master of Public Management.
First elected to the Howard County Council in 1998, he went on to serve in the Maryland House of Delegates and was elected to the Maryland Senate in 2014. Since then, he has served as Senate Majority Whip, Senate Majority Leader, and Chair of the Senate Budget and Taxation Committee. He lives in Columbia and volunteers with NeighborRide, helping provide transportation for Howard County seniors.

As Chair of the Senate Budget and Taxation Committee, Guy oversees Maryland's annual budget process and has helped maintain the state's AAA bond rating. Recent budgets have included investments in public education, behavioral health, local governments, and infrastructure while maintaining substantial rainy day reserves and addressing major fiscal challenges.

Guy has played a key role in funding and implementing the Blueprint for Maryland's Future. His legislative record includes support for behavioral health services in schools, funding for multilingual learners and special education programs, reforms to Maryland's College Savings Plan, and legislation supporting pregnant and parenting college students.

Environmental advocacy has been a consistent part of his career, from serving as State Director of the Maryland Sierra Club to helping advance Chesapeake Bay restoration efforts in the Senate. He has supported offshore wind development, clean water initiatives, transit investments, and legislation establishing Maryland's first legal definitions for green and blue infrastructure.
